The Local Land Charges Team is responsible for maintaining the Local Land Charges Register and for processing local authority searches.
What is a Local Land Charge?
A local land charge is an entry held in the Local Land Charges Register and is a restriction or prohibition on a piece of land/property, or a financial charge which is binding on successive owners or occupiers. The Local Authority has a statutory right to register these obligations/charges, which originate from Local Authorities and other public bodies.
Examples of items that you can find on the local land charge register are:-
- Conditions imposed in planning decisions and consents.
- Conservation areas
- Listed Buildings
- Enforcement notices
- Tree preservation orders
- Various legal agreements
- Financial charges e.g. for work carried out in default such as drainage repairs.
- Notices served under various Acts relating to, Building, Environment, Highways, Housing, Planning and Water Authorities.
What is a property search?
Every time a property or piece of land is purchased, leased or a valuation carried out, a request for a 'search' is sent to the authority in whose area the property lies. The search incorporates a check of the Local Land Charges Register and reveals what charges are registered against the property or area of land being searched.
A Local Authority search is your assurance that there are no outstanding issues that may affect your property or your subsequent use of that property.
What does the Local Authority Search include?
Full Local Authority searches are carried out in two parts: LLC1 (Local Land Charges Register) and CON29 (Enquiries of Local Authority)
LLC1: This is a search of the Local Land Charges Register maintained by the Unit which deals with registerable charges
CON 29: This is a standard form agreed by the Law Society and the Local Government Association which requires input by other Departments within the Authority. The information disclosed on the CON29 includes highways, drainage, planning, and environmental health matters.
CON29(O) - Optional enquiries of local authority
The optional enquiries can be requested on a per question basis and cover items such as road proposals by private bodies, public paths or byways, advertisements and Common Land, Town and Village Greens.
As well as examining 65 individual questions that may affect a property, full Local Authority Searches contain:
- A clear plan of the search site
- All questions fully answered
- Inclusion of an official search certificate
- Inclusion of applicable Local Land Charge Register Cards
- Insurance cover that lasts
How to request a Local Authority Search
You can request a local authority search by submitting completed LLC1 and CON29 forms or alternatively completing our Search Request Form (see download below). Along with your request you will need to supply an o.s. based location plan with the area to be searched outlined in red, along with payment of the appropriate fee (see schedule of search fees below)

How much does it cost and how can payment be made?
Our current fees can be viewed by downloading document “Local Authority Search Fees from 1 April 2020”.
Payment can be made by cheque made payable to “North Northamptonshire Council”.

Please note your search request will only be processed once payment has been received.
How long does it take and how will the search reply be returned?
Our current turnaround time is 10 working days. If you supply an e-mail address your search reply will be emailed back to you, otherwise it will be sent by post.
