Local Development Framework Issues & Options Paper (September 2005) (N.B all links will open in a new window)
One of the early stages in developing the Local Development Framework is to explore options and alternatives for the future development of Corby. The Issues & Options Paper looked at the issues facing Corby into the future and possible options for dealing with these issues.
Responses to the Issues and Options consultation were summarised and are available to view using the link below;
Issues and Options consultations responses
The next stage of the process was to analyse the responses and identify key themes to be taken forward in identifying preferred options for Corby’s future.
- Issues and Options consultation report
- Employment and Economy workshop report
- Housing workshop report
- Villages and Rural Areas workshop report
The responses from the Issues and Options consultation were then used to inform and develop the following consultation documents:
Site Specific Proposals Preferred Options (May/June 2006)
Town Centre Area Action Plan Preferred Options (May/June 2006), and
Kingswood Area Action Plan Preferred Options (February 2007)
Sustainability Appraisal Scoping Report (February 2006)
Under a requirement brought in by the Planning and Compulsory Purchase Act 2004, Local Development Documents need to be tested by means of Sustainability Appraisal (SA). The first stage of this is preparation of a Scoping Report, incorporating the requirements of the Strategic Environmental Assessment (SEA) regulations. The scoping report provides baseline data and key sustainability issues facing the Borough and also sets out how appraisals are to be carried out. Further relevant information particular to individual Local Development Documents will be presented in a separate SA report for the Site Specific Allocations DPD.

Appropriate Assessment (November 2007)
In October 2005, the European Court of Justice ruled that, in accordance with the regulations, land-use plans should be subject to an “Appropriate Assessment” of their implications for European Sites, which are nature conservation sites designated as Special Protection Areas (SPAs) and Special Areas of Conservation (SACs), as well as species outlined in Regulation 10 of the Habitats Regulations 1994.
The Council made the decision not to progress with separate Area Action Plans for the Town Centre and Kingswood. Instead the proposed policies for both these areas, along with other Corby-wide proposals will be incorporated into the Site Specific Allocations DPD.
